Scotland is taking another big step forward in accessibility with the launch of a dedicated Changing Places Toilets (CPTs) Fund, set to roll out across 2025–2027.

5 Things to Consider:

  • The fund is open to non profit & small organisations only—individuals cannot apply. Eligible applications include installing a Changing Places toilet (CPT) within or adjacent to an existing building, or constructing a standalone facility (pamis.org.uk, alliance-scotland.org.uk).

  • The fund complements (but does not replace) the statutory requirement under the Planning (Scotland) Act 2019 and associated building standards for CPTs in new public buildings.

  • The Scottish Government is investing £10 million across 2025–2027, aiming to support the installation of around 150 new Changing Places facilities in existing buildings or as standalone units. This will significantly expand CPT provision across Scotland.

  • Each grant can cover up to £60,000, including equipment, design, structural adaptations, planning and approvals, installation, and commissioning—offering organisations a fully funded route to making their spaces more inclusive.

    A Changing Places toilet must include the following, as set out by PAMIS guidance:

    Tear-off bench paper, large waste bin, non-slip flooring, alarm system, height-adjustable washbasin (if possible), grab rails, mirror, and appropriate lighting.

    • Changing Places Toilets are mandatory in certain new public buildings under the Town and Country Planning (Changing Places Toilet Facilities)(Scotland) Regulations 2020 and Building Standards Technical Handbooks.
